EU Allows Ukraine to Purchase Weapons Outside the Bloc
Ukraine may use part of the European Union's €90 billion loan to purchase interceptor missiles and other defense equipment from third countries if the necessary products are unavailable in Ukraine and the EU. European Commission representative Balazs Ujvari stated that Ukraine independently determines its defense needs and submits funding requests. The main rule is that funding is for weapons produced in Ukraine or EU countries, but purchases outside the bloc are permitted. Ukraine provides the European Commission with a list of necessary products and contracts, which are verified before payments are made. Negotiations for specific purchases are ongoing, and there are no issues with the distribution of funds for new requests. On April 23, the EU Council approved the Ukraine Support Loan financial instrument of €90 billion for Ukraine for the years 2026-2027, of which €60 billion will go to military assistance and €30 billion to budgetary expenses. The first tranche is expected to be provided at the end of May or early June.
