Shanghai Releases Digital Economy Development Plan, Initiates Research on Web 3.0 Innovation Testing Grounds
The General Office of the Shanghai Municipal People's Government has issued the "Shanghai 'Digital Shanghai' Construction 14th Five-Year Plan," aiming to establish a new framework for the development of the digital economy. The plan implements various reform tasks of the National Digital Economy Innovation Development Pilot Zone (Shanghai), focusing on breakthroughs in institutional exploration, scenario development, data cooperation mechanisms, and legal guarantees. It accelerates the construction of a safe, reliable, and comprehensive digital technology innovation system, encourages enterprises to form innovation consortia, and addresses the bottlenecks in the integration of industry, academia, research, and application. The plan also emphasizes strengthening functional carriers such as model speed spaces and model power communities, promoting application innovation and collaborative development in fields such as artificial intelligence, the metaverse, and embodied intelligence. Additionally, it initiates research on the mechanism for the third generation of the internet (Web 3.0) innovation testing grounds, promotes the pilot construction tasks of the national data industry agglomeration area, and facilitates the innovative development of regional data industries.
