The Audit Chamber Reveals UAH 350 Billion Discrepancies in Defense Procurement
The Audit Chamber of Ukraine has discovered violations amounting to nearly UAH 350 billion during an audit of arms and military equipment procurement for the years 2024-2025. More than 90% of contracts were awarded without competitive procedures. The audit covered the Ministry of Defense, the General Staff of the Armed Forces of Ukraine, the State Border Guard Service Administration, and the State Enterprise 'Defense Procurement Agency' for the year 2025, as well as accounts receivable for the year 2024. During the period of martial law, legislation in the field of defense procurement was amended 95 times; however, strategic planning and regulatory mechanisms remained insufficiently regulated. The audit identified discrepancies at key stages of the procurement cycle, from needs assessment to quality control. Of the total procurement volume of UAH 614 billion, over 90% (approximately UAH 580 billion) was conducted without competitive bidding. As of January 1, 2026, accounts receivable under contracts amounted to UAH 367 billion, of which UAH 66 billion was overdue debt. Judicial decisions on fines were significantly reduced, and 42 out of 45 arbitration decisions remained unfulfilled. In the first half of 2026, overdue accounts receivable were reduced by UAH 62 billion, and more than UAH 100 million of overpaid funds were returned to the state budget.
