Introduction of Mandatory IMEI Registration for Mobile Phones Imported to Ukraine
The state budget of Ukraine could receive more than 5 billion hryvnias annually due to the mandatory registration of unique IMEI codes for mobile phones upon import. The new regulation requires the inclusion of IMEI in customs declarations when bringing equipment into Ukraine. The initiative has been supported by the largest legal electronics retail chains. The Ministry of Finance has signed the corresponding order, and the Ministry of Justice has registered it. The mandatory registration of IMEI at the border will eliminate the possibility of importing and legalizing gray imports without paying customs duties. The new rules aim to eliminate the competitive advantages of smugglers over legal retailers. The next step will be the requirement to include IMEI in fiscal receipts during retail sales, with the algorithm being developed in collaboration with the Ministry of Finance and the State Tax Service. Previously, the Bureau of Economic Security uncovered a scheme for the illegal import of Apple equipment worth 35 million hryvnias.
